This PR is where we can draft, discuss, and refine libCEED's LLM/Gen-AI policy. I expect that this policy can be copied over to Ratel and HONEE after we iterate here.

Here is a summary of different open source policies that @jedbrown found: https://blog.probabl.ai/maintaining-open-source-age-of-gen-ai

As such, we cannot accept pull requests containing code predominately generated by LLM.

LLMs may be used for to aid the development of code for pull requests (PR); however, the individual submitting the PR must adhere to the Developer's Certificate of Origin and is ultimately responsible for the content in the PR.
Pull requests must disclose and describe all LLM usage.

How are you going to ask people to disclose this? A PR Template might help. Though, I know too many people that just mindlessly click all the PR Template check boxes, so it's hard to have a genuine disclosure.

I was thinking of an open text area in the PR. We don't currently have a template, but this could be a good opportunity to make one.
