feat: add CI/CD workflows and package dependencies

Summary

• Add build-check workflow for arm64/amd64 CI validation
• Add publish-release workflow for package publishing
• Add package dependencies: network-manager, modemmanager, ceracoder, srtla

Dependency Chain

This establishes the proper package dependency chain:

• srt (base)
• srtla → depends on srt
• gstlibuvch264src (standalone)
• ceracoder → depends on srtla, gstlibuvch264src
• ceralive-device (CeraUI) → depends on network-manager, modemmanager, ceracoder, srtla

Test plan

• Verify build-check passes for both architectures
• Test publish-release workflow creates proper packages
• Verify APT can resolve dependency chain
