Legacy files redirection not able to find the file in a lower version in some cases

Possible issues:

1. Some kind of url encoding error for the file name during redirection from legacy
2. Mismatch in the filename in the database and the filename key stored in the record response

Example, this doesn't work:
https://cds.cern.ch/record/1993099/files/Eng_SRR11Summary_01.01.07.pdf

While this works:
https://cds.cern.ch/record/2807818/files/ContributingRetirees_FrameworkConditions_FR.pdf
