Fix TPG for v19

Fixing TPG for additional silicon type in V19 geometry:

• Thickness corrections
  • Extend the vector to 4 items, copying LD200 to make HD200 correction
  • Could possibly use a V19 modifier if used to modify the original reco thickness correction vector
• Update / improve the way silicon module density is extracted
  • Add lowDensity() and highDensity() methods for HGCalTriggerDetId and HGCalTriggerModuleDetId (similarly to what is already done in HGCSiliconDetId)
  • Add higher-level methods in HGCalTriggerTools to check low/high density type for any type of detid
  • Used in floating point energy compression (HGCROC) and SuperTriggerCell construction (ECON-T)
• SuperTriggerCell sizes
  • STC sizes are defined by layer and by thickness, so increased vector size to account for 4 silicon thicknesses
