Arbitrary time zone data

We will need a metadata table of time zone information:

Site	TZ
Site 1	EST
Site 2	PST
Site 3	CST

But if we're going to do this, seems like we might as well add other information into it too:

Site	Plot	TZ	Lon	Lat	Elevation
Site 1	UP	EST	x.xx	x.xx	x.xx
Site 1	TR	PST	x.xx	x.xx	x.xx
Site 2	UP	PST	x.xx	x.xx	x.xx

Data timestamps will get re-mapped to EST (or whatever is specified) during processing based on the time zone in this file, and lon/lat/elevation are auto-populated into the site metadata files.

That's interesting. We can do it, technically, sure. Whether we want to do it, I don't know.

Yes I was thinking of #299 but that is a one-time fix. I guess the goal going forward is that all the instruments are on the same timezone anyway :) Cool idea!
