Add new GCW TR sapflow sensors to design table

Hi all,

I successfully installed two additional sap flow sensors in the GCW TR zone. TR7 and TR8. The Synoptic SF Monitoring doc and the CB Tree Inventory have both been updated to reflect these additions. Please let me know if you need any additional information for the L1 data pipeline.
