Fix time history units in WW3 output

@ezhilsabareesh8 - here is my proposed patch for ACCESS-NRI/access-om3-configs#287. I broke my configuration and now I can't get this to run at all.

I don't know if this is related to ACCESS-NRI/access-om3-configs#290 ?

I checked out latest from [ww3_switches] (and applied this changed ontop) and 1deg_jra55do_iaf and it runs ok now (but testing is blocked on ACCESS-NRI/access-om3-configs#290).

Oh sorry I meant maybe the change I am proposing might use the same bit of code as ACCESS-NRI/access-om3-configs#290 but I realise now that its highly unlikely. Because that is about restarts and the change here is about history.
