I've created this PR to gather reviews on the new CM3 branch, which updates the versions of MOM, CMEPS, CDEPS, WW3, and CESM_SHARE to be consistent with OM3 0.4.0.
This branch was created in by rebasing the original CM3 branch onto the head of the main, resolving conflicts in the CMakeLists involving the way the libraries were being structured, and adding a few tweaks to allow the build to work.
