Building TTS for cmu indic (Panjabi/Punjabi) language

I want to know about steps for building of TTS for punjabi language using merlin toolkit. I have wav files, text file, phone based label file. I want also to know about the creation of hts style label files and question files. I will be thankful to you if you provide question and hts style label for an indic language.
