Create JSON Registry-User Schema

Before we move to schema validation, we need to create a schema for a Registry-User.

NOTE, all relationships are going to be maintained by the Registry-Org going forward.

Define a json schema using the same format as: https://github.com/CVEProject/cve-services/pull/1435/files#diff-9a415cb0c118ad627e5b2c93f55f44cc3a7dfae62554cd19a83c944b8b76f7f3R1-R7

1. Remove cve_program_org_membership
2. Remove org_affilations
3. Add status to the top level object.
4. re-name user_id to username

WRT the ADMIN role, we will take care of this in the Registry-Org going forward.
