Clarify that changes in affiliation, even if the new affiliation is with a CNA or other valid CVE participants, requires notice to the group

Currently when someone changes affiliation, if they're no longer a qualifying participant in the QWG, we require consensus of other QWG participants to permit them to continue participating as an invitee. However, no process is required if the new affiliation qualifies the individual for QWG participation. I think this should be amended to require notice, but not approval.
