Remove unnecessary use of cat, printf, and base64

• Instead of cat foo | bar, use bar < foo
• Instead of printf %s "${foo}" | bar, use bar <<< "${foo}"

This also fixes the issues in shellcheck, so I've removed the lines that disable shellcheck
