A recent Gmod update broke pac3's jigglebones being resized when increasing/decreasing the size of any model, and causes a resized models jigglebones to freak out if it's too high/low. Entities don't have this problem.
Normal size:

x0.5 size (the tail freaks out there and flails in circles):
Until then, the alternate solution is to decompile with Crowbar and delete all jigglebones of models or to manually resize everything down and extend/shorten the position as they end up either too long or too short.
My only guess of when it happened exactly was at the 17th of March when Rubat updated jigglebones of models?
