Clean up legacy segments #2966
Description
We need to clean up the environments and figure out how to manually transition "old" style segments in the CL environments so we can finally actually burninate the segments-legacy stuff and get rid of the toggle for this in the frontend.
Things like https://apps.qa-cli.com/upgrade/#/segments/detail/baf1910b-fa5d-44eb-bc83-235349a56722 will make us perpetually have to maintain these old segment pages until we do.
