New commands! \o/ (#147)

New commands:
- `newpage <name> [<path>] [--force|-f]`: create a new page `<name>.md`
- `config [<path>]`: display website configuration
- `build --remove`: remove output directory (ie: `_site`)
- `serve --clear`: clear temporary files created by server (`.phpoole`)
