Update Dockerfile

[mfraezz]

docker build hung indefinitely when using bun.

Changes

• Rename .Dockerfile to Dockerfile
• Use node to build
• Replace nginx step in Dockerfile with dist. Helm charts will handle nginx use.
• Add dev step for eventual local use with docker compose
• Add @angular/cli to package.json for build
