[Feature] allow doi embargoed nodes [OSF-5640]

Purpose

Allow creating DOIs for embargoed registration and child registrations

Changes

• Add frontend and backend api_v1 support for creating doi for embargoed registrations (root and child components)
• Add and update embargoed node tests.

Root registration - no way to create doi
