fetching policy blocks use of aa processor

Looks like if fetching policy for one connected archiver, it blocks all processing.
This is wrong, it should only affect the archivers in the channels.

I like the caching of the policies (status).
...similar to the recent PRs where we are replacing individual REST calls with batch calls + cache ;)
