This PR upgrades Electron from v30 to v31. All tests are passing, so I am inclined to go ahead and land this pull request.

For a major upgrade, I always test the change locally. Have you done that yet? |
Makes sense to do a manual test 👍🏻 I was lazy and didn't do that 😏 |
