Options with same value are not available in selects

Describe the bug
Identical values are not available in the list

To Reproduce
Steps to reproduce the behavior:

1. Go to this fiddle
2. "Service 3" and "Service 4" are not available because they have identical values with previous options

Expected behavior
All options should be in the list, even if they have the same value
This worked correctly in v10
If it is by design, the duplicateItemsAllowed option should work with select (single and multiple)
