How do i get this program to run on Windows 11?

I am brand new on using GitHub to create a program through the ?source code? i only know how to use a program that already comes in .exe files format. Can someone help me build this or teach me how i am supposed to get this program to work on Windows 11? For anyone willing to help can you please tell me in baby steps or link me to a Youtube video that will show me how to get this program up and running? Thanks to any future help and advice i get while here
