Provides an interface for interacting with smart contracts that support an asset withdrawal mechanism.

The smart contract for providing an interface to withdraw system assets is not yet ready to be published.
This PR also includes a few other fixes to the code base, notably in test_invoke GAS estimation and in invoking SC with
bytearraythat are longer than 72 bytes in length.
