Moves the “Hide the ‘Website’ field” comment option out of the earlier visible settings group and into the Miscellaneous block within the hidden/advanced settings section, while removing its inline short description (leaving the long-description help popup behavior intact).

Changes:

• Relocated comments__hide_website_field from the different group to the misc group (in hidden_section).
• Removed the field’s inline description text from the settings definition.
