Build ICU from contrib.

ICU is one of the remaining libraries that is not build from sources.
We need to add ICU to contrib.

You can check how it is built in Arcadia, but please keep in mind that (in contrast to Arcadia) we also have to build icudata from sources (from txt files with generator), because we cannot afford to use BLOBs.
