Updates RELEASENOTES.md to document the upcoming release.

• Lists new capabilities: roles at connection/command levels, custom connection headers, JWT/Bearer auth at connection/command, ClickHouseConnection.InsertRawStreamAsync for raw data streams, auto-generated query IDs, and BulkCopy support for writing byte[] to String columns
• Adds a bug fix note: reading Map with duplicate keys now returns the last value instead of crashing
