[repo] Force using JDK 1.8 toolchain to build for JDK 8

Summary

This PR does a several build changes

• minimal source version is 17
• minimal target version is 8
• when built with -Dj8 - the JDK 1.8 toolchain is required

Checklist

• Closes [repo] API of Java 9+ is used in 1.8 JDK code. #2404
• Unit and integration tests covering the common scenarios were added
• A human-readable description of the changes was provided to include in CHANGELOG
• For significant changes, documentation in https://github.com/ClickHouse/clickhouse-docs was updated with further explanations or tutorials
