ilamb3 pypi release

The problem

We don't yet have a ilamb3 version on pypi which causes the ilamb metric package to be uninstallable: https://github.com/Climate-REF/climate-ref/actions/runs/14136808859/job/39610392589

Definition of "done"

• Tag and publish a version of ilamb3 to pypi
• Update the dependencies to use that version of ilamb3

Additional context

I'm assuming that you are still in active development mode, but it would be useful to have a version of ilamb on pypi that we could use even if it is 0.1.x and marked as an alpha release. Feel free to borrow the pypi deployment flow from this package as it makes it super easy to create new releases.

This is also applicable to our testing regimes proposed in #205

Perhaps we can specify a git-based dependency, but a actual pypi release would be preferred.

pcmdi_metrics @ git+https://github.com/PCMDI/pcmdi_metrics@v3.9 might work for PMP as it doesn't have a pypi release either. We might be able to refactor out the direct pmp dependency as I don't think it is used for much. The real heavy lifting happens in the conda-env.
