This might be a PCMDI reupload. We probably want to revert to the "official" ones from Obs4MIPs

Yes, I added this to obs4REF earlier because the US server hosting the obs4MIPs ERA-5 data was offline all the time and it has not been replicated to CEDA yet Climate-REF/climate-ref#334. I would really prefer to use data hosted on ESGF because adding it to obs4REF is quite a bit of extra work.
