Make the repository public once we are done moving it

In order to let people contribute to our website we should make the repository public once we are done with all basic changes.

• This includes setting up a file or a link to our code of conduct.

Malwine suggested during our conversation following the board meeting today that we make this repository public now (i.e. before we switch the website). What do you think of this idea, @yokolet?
