First release on Github

This release matches the release of v3.0 available at www.coastalsea.uk and released in May 2021. The ModelUI.mlappinstall file installs the App in Matlab providing full access to the code. Alternatively the app folder provides the current version of the code and all files needed to build the .mlappinstall file using the ModelUI.prj file.
