test: add CodeBounty issue 82 approval fixture

Summary

• Adds a CodeBounty fixture for issue test new issue apr 6 1235am #82's duplicate approval/announcement sequence.
• Preserves two pending-approval comments, two later CodeBounty bot announcement comments, and both distinct local bounty IDs.
• Keeps payout status explicit: submitted_visible=true, verified_payable=false until CodeBounty application + maintainer/platform acceptance are verified.
