🐞 Dragging AreaTabBar Icons Could Cause Visual Issues

Description

When dragging an icon in the AreaTabBar over another icon to reposition it, it can cause the icon to move by itself and can look visually jarring.

To Reproduce

1. On the project inspector, grab an icon and drag it
2. Slowly drag the icon over the next icon

Expected Behavior

The currently dragging icon should stay put and not move around when icons around it are swapping positions.
