World’s first open-source community of communities around Digital Public Goods (DPG) and Digital Public Infrastructure (DPI)

What are Digital Public Goods? As defined by the Digital Public Goods Alliance, Digital Public Goods are open-source software, data, AI models, standards, and content that adhere to privacy standards, other applicable laws, tech best practices, do no harm by design, and help attain the Sustainable Development Goals.

DIVOC Brief - Open source platform for large-scale vaccination credentialing

Explanation - DIVOC (Digital Infrastructure for Verifiable Open Credentialing) is a Digital Public Good that enables countries to digitally orchestrate large-scale vaccination and public health programs using open source digital infrastructure. This platform integrates cutting-edge technologies to efficiently track, test, and manage healthcare data during widespread health crises. It offers real-time tracking, optimized testing processes, and insightful data analytics for governments to make informed decisions swiftly. DIVOC was deployed globally during the COVID-19 pandemic.

MOSIP Brief - Open-source mobile biometric authentication platform

Explanation - MOSIP, or the Modular Open Source Identity Platform, is a dynamic solution for governments seeking customizable and secure identity systems. By offering a modular and open-source framework, MOSIP enables the implementation of interoperable identity solutions tailored to specific government requirements.

Beckn Brief - Protocol enabling creation of open, peer-to-peer, decentralized networks for economic transactions.

Explanation - Beckn is a digital public good, spearheading decentralized and interoperable solutions. Beckn Protocol enables the creation of open, peer-to-peer decentralized networks for pan-sector economic transactions. The protocol can be implemented by platforms, organizations and governments to create integrated digital networks across diverse sectors of e-commerce, mobility, energy, manufacturing and more.

Sunbird Brief - Open-source, configurable, extendable, modular, digital public good for learning

Explanation - Sunbird is a set of configurable, extendable, modular building blocks for learning designed for scale as a flexible data infrastructure solution. It is designed to support multiple languages and multiple teaching and learning solutions by providing the building blocks for the development of platforms and learning solutions to suit various use cases, contexts and needs. Sunbird building blocks are being used in diverse areas such as education, health, lifelong learning, among others.

Bahmni Brief - Open-source comprehensive electronic medical record system

Explanation - Bahmni is an easy to use, complete, open source Hospital Information System (HIS) and Electronic Medical Record (EMR). Bahmni aims to meet the needs of hospitals in low resource environments by leveraging a tapestry of existing open source products. The information that Bahmni makes accessible helps healthcare providers to improve efficiency and quality of patient care, reduce errors in clinical encounters and advocate for issues related to public health.

What is Digital Public Infrastructure? The implementation of DPGs, often in conjunction with other building blocks, to set up systems that enable essential, society-wide services is called a Digital Public Infrastructure.

Aadhaar Brief - Biometric identification proof for easy access to government services

Explanation - Aadhaar, a cornerstone of India's digital identity initiative, assigns a unique 12-digit number to residents based on biometric and demographic data. UPI Brief - Real-time payment system enabling seamless transfers

Explanation - UPI, India's Unified Payments Interface, revolutionizes digital transactions by allowing real-time, secure fund transfers between banks via a mobile phone. It has simplified the payment landscape, promoting financial inclusion and digital empowerment for millions across the country. UPI has become the backbone of the digital payments ecosystem, facilitating everything from peer-to-peer transactions to online shopping.

Namma Yatri Brief - A platform facilitating smart public transportation solutions for improved urban mobility.

Explanation - Namma Yatri is a digital public infrastructure that focuses on enhancing urban mobility by providing smart solutions for public transportation. The platform integrates real-time data, route optimization, and user-friendly interfaces to offer commuters efficient and convenient travel experiences within cities. Namma Yatri plays a pivotal role in reducing traffic congestion, promoting sustainable transportation, and improving overall urban quality of life.

DIKSHA Brief - Empowering educators with a centralized platform

Explanation - Built on sunbird, DIKSHA serves as a transformative Digital Public Infrastructure in the education sector, offering a centralized platform for teachers and students. It provides a diverse range of interactive learning resources, including videos, quizzes, and lesson plans, fostering an engaging and inclusive learning environment across diverse educational settings. DIKSHA empowers educators with tools for personalized learning and professional development, contributing to an enriched educational experience.

CoWin Brief - Digital platform for COVID-19 vaccine registration

Explanation - CoWin is a critical digital public infrastructure instrumental in India's vaccination drive against COVID-19. Built using DIVOC, it acts as a comprehensive platform for vaccine distribution, appointment scheduling, and real-time tracking of vaccination data. CoWin plays a pivotal role in ensuring a systematic and transparent approach to the nationwide vaccination effort, contributing to public health and safety. CoWin exemplifies digital innovation in public health management, ensuring equitable vaccine access and monitoring.

About the Community

Launched in 2022, C4GT is a one-of-its-kind initiative that aims to build a sustainable ecosystem and community of communities for Digital Public Goods (DPG) and Digital Public Infrastructure (DPI) organizations. Through various efforts, it aims to encourage ongoing contributions and strengthen collaboration between DPG/DPI builders and adopters, and contributors (students or working professionals). The initiative works towards facilitating long-term collaboration and innovation within the fast evolving DPG ecosystem, enhancing the efficiency and quality of contributions, and aligning the incentives for both organizations and contributors.

Shri Abhishek Singh (IAS) President & CEO NeGD, MD & CEO - Digital India Corporation & CEO Karmayogi Bharat

Abhishek Singh is an officer of the 1995 batch of IAS and has worked with the government of India to create policy for leveraging technology to improve governance. He has been the guiding force behind running major population-scale projects such as Karamyogi, DIKSHA and DigiLocker.

Dr. Pramod Varma Chief Architect of Aadhaar, CTO - EkStep Foundation & Co-Founder - FIDE

Pramod played an integral role in building and scaling Aadhar to 1.2 billion people in a short span of 7 years. He has also helped architect various India Stack layers such as eSign, Digital Locker, and Unified Payment Interface (UPI).

Donald Lobo Founder - Project Tech4Dev

Donald has been actively working to empower NGOs and organizations to develop open-source software for the public good. His foundation's current focus is on transforming the way non-profits use tech and data via the Project Tech4Dev, Avni, and Glific initiatives.

Code for GovTech (C4GT) has been introduced as India's first program, aimed at creating a community that can build and contribute to global Digital Public Goods (DPGs).


The Community Program is focused on building a long-term open-source community by enabling DPG organizations to list their DPG-related problem statements and access a wide community of contributors who can solve these problem statements. The goal is to build a community of 25000+ contributors in the next 3 years.

The Dedicated Mentoring Program is India's first annual mentoring & coding program focussed on Digital Public Goods where selected contributors get the opportunity to work on population-scale projects, receive 1:1 mentorship from leading practitioners & get a stipend of 1,00,000 rupees.

Steps to Submit the Project

Step 1 : Install the C4GT GitHub App - Please install this GitHub App in your product repositories so that we can access your repositories and track the C4GT tickets to make it automatically discoverable for the contributors.

Step 2 : Format existing/create new issue tickets - Use this COMMUNITY issue template Or DMP issue template to update existing or create new tickets that you want listed in the C4GT Community And DMP. The consistency of this template will improve the experience of the contributors to explore and comprehend your tickets. Note - For all tickets that are being updated/added as per the format. Please create a label called C4GT Community or DMP 2026 and tag all tickets with that label. This is key to making the tickets automatically discoverable.
