enforce permissions and clear formatting

• Do not need to format %msg% (and "jsonr" directive is invalid anyway)
• For some reason the default rsyslog file was never in Ansible, and was being removed from hosts, putting it in to make sure that normal system messages go to the right places.

Dependencies

• list dependencies - no real dependencies but builds on devops-scripts tag v1.0.1.
