Adds Scamalytics as a third free-mode IP risk provider alongside IPinfo and Spur. The gate now produces a cached 0-100 risk score, grants full access only when follow-up providers clear suspicious IPinfo signals, limits uncertain traffic, and hard-blocks Cloudflare Tor or strongly corroborated high-risk abuse. The cache migration stores Scamalytics evidence and the computed score so repeat requests do not re-hit paid providers unnecessarily. Validation: focused Bun tests for country/risk/session/chat-completions flows, web typecheck, and git diff whitespace check.
