docs: Add Python binascii.crc_hqx() term entry (#7733)

This Pull Request adds the new documentation entry for the Python standard library method, binascii.crc_hqx().

Implementation Details:

• File Path: Created the file at the required location: content/python/concepts/binascii-module/terms/crc-hqx/crc-hqx.md.
• Structure: The entry includes the mandatory sections: Description, Syntax, and Example.
• Codebyte: Included a Codebyte section with compilable Python code demonstrating the checksum calculation.
• Content: Explains the purpose of the CRC-HQX standard for detecting data transmission errors.
