Update nugetReadme.md
Replace the legacy .sln and checked-in DotSettings with a new .slnx solution file, and update project dependencies by moving tests to xUnit v3 plus newer analyzers. The CI workflow is also simplified to run on pushes while ignoring markdown-only changes, with matching release/test deployment conditions.
