Apply @autocolsure and #file to public API #1
Description
Inspired by this blog post https://developer.apple.com/swift/blog/?id=15.
A file log report can really benefit from some additional informations like #file, #function, etc.
Also, the @autocolsure attribute can delay the evaluation of the argument expression to the time when it is needed, which can avoid potential performance hits.
