feat(changelog): write generated changelog to workflow summary

Summary

• Writes the generated changelog as markdown to $GITHUB_STEP_SUMMARY
• Changelog is now visible directly on the workflow run summary page without drilling into step logs

Test plan

• Trigger a release and verify the changelog appears on the workflow run summary page
• Verify the changelog output still works correctly as a workflow output for downstream jobs
