$browser-minimum-versions has no effect? #2001

Just tried to set $browser-minimum-versions:

$browser-minimum-versions: (
  "chrome": "42",
  "ie": "9",
  "safari": "6"
);

But it has no effect.

@debug browser-versions('chrome');

Will output:

default.scss:13 DEBUG: "4", "5", "6", "7", "8", "9", "10", "11", "12", "13", "14", "15", "16", "17", "18", "19", "20", "21", "22", "23", "24", "25", "26", "27", "28", "29", "30", "31", "32", "33", "34", "35", "36", "37", "38", "39"

So instead of taking 42 as the minumum, it arbitrarily takes 39 as the maximum... If I do the same for IE, it reports supporting 5.5 through 11. I seriously don't need my css overwhelmed by fallbacks for browsers I don't want to support.

Even when I also set:

$graceful-usage-threshold: 1;
$critical-usage-threshold: 1;

Which should be more than plenty to omit most versions except the latest., but it still reports supporting Chrome 4-39. I think 39 isn't even above 1% anymore...

This is on Compass 1.0.3 on Ruby 2.2.
