Add Claude Skill for creating Automatus test scenarios

Add a new Claude Skill create-test-scenarios that facilitates creating Automatus test scenarios to test the given rule.

Review Hints:

1. Fetch the PR branch locally.
2. Run Claude and ask it to create TSs for your favorite rule, eg. Create automatus test scenarios for rule audit_rules_dac_modification_umount .
3. Observe what the agent does.
4. Check that the output contains
