Coordination: PDOK migration end-to-end (procest + openconnector + openregister addresses)

Context

procest#404 closed today via procest#497 (feat(pdok): route PDOK lookups through openconnector). However the shim depends on upstream components that are still open:

• feat(pdok): PDOK Locatieserver adapter (closes #751) openconnector#752 — feat(pdok): PDOK Locatieserver adapter (the actual adapter implementation)
• openregister addresses-register (per the change description "depends on openregister/add-addresses-register")

Until both upstreams land, the procest shim will 503 → null at runtime (the PR has graceful degradation, but the feature is non-functional in prod).

Action

• Land openconnector#752
• Confirm/land openregister addresses-register
• Provision an OpenConnector PDOK source row on the canonical environment (so the shim has somewhere to call)
• Smoke-test procest AddressSearch.vue against the live chain
• Document cutover in the umbrella hydra/shared-pdok-via-openconnector change
