Summary

Generates the inspection-checklists OpenSpec change, formalising configurable checklist templates plus per-inspection runtime instances. Replaces the thin 4-requirement placeholder at openspec/specs/inspection-checklists/spec.md with a full REQ-IC-1..8 contract.

• 8 REQ-IC-* requirements (template entity, run entity, per-item validation, evidence linking, offline sync, pass/fail aggregation, conditional follow-up, versioning + append-only), 24 G/W/T scenarios
• design.md covers entities, lifecycle, offline-sync model, evidence linking, aggregation logic
• tasks.md T01-T07 (template schema, run schema, ChecklistService, Vue template editor, mobile run UI, sync queue, evidence upload) + V01-V04 verification gates
• Sister to mobiel-inspectie (PWA shell); this spec owns the data model and behaviour

Test plan

• CI strict OpenSpec validation passes
• Review proposal scope vs. existing mobiel-inspectie REQ-MOB-03/04/08 to confirm no overlap
• Confirm REQ-IC-7 follow-up types align with enforcement-lhs task taxonomy
• Confirm REQ-IC-5 offline conflict semantics align with mobiel-inspectie REQ-MOB-06

No code changes; spec-only.
