Retrofit — Reverse-Spec
Adds REQ-001 to the `vth-workflow-templates` capability describing the idempotent install-time seeder behavior of `SeedVthWorkflowTemplates` (catalog glob, idempotent (caseType+title) dedupe, deterministic IDs, graceful no-op when OR or catalog dir missing).
