compatibility with conda and python 3

Darpa team uses conda and python 3, so we need to make sure it works with this environment.

works with python 3, but not sure about conda...will have to make sure thats working before release

• figure out what's going wrong and fix it

^ note on above-- this assumes that the toolbox works under python 3 and conda, but just has occasional installation hiccups

works on travis, which installs miniconda on python 2/3
