Update release workflow for self-hosted runner

- Use semver tag pattern without v prefix
- Switch to self-hosted runner with keychain profile
- Add timeout and --no-progress flags to notarytool
- Use codesign verification instead of spctl
- Add concurrency control
- Simplify to ZIP-only release
