Add a KMIP regression test vector framework: manifest-driven JSON/TTLV test vectors replayed against all database backends (SQLite, PostgreSQL, MySQL, Redis), covering 134 vectors across KMIP operations, KAT (NIST/RFC), PQC, integration replays, and mTLS scenarios.
