Sub 1 sat/vB fees on a Protocol Level

Users have been wanting xcp wallets (and the underlying XCP protocol) to accept 1 sat/vb fees as an option.

For regular users, it more common for them to choose a high sat/vb fee for their tx to be confirmed promptly.

In other circumstances for bulk xcp transactions or scripts, users have been wanting to stack the mempool with low fee tx's.
