Implement AptInstaller for System Packages

Description:
Implement system package installer for apt-based systems.
This is a special request from a contributor. Entering this realm means some packages will be platform dependants. I am not a big fan of this idea, but if it's useful to some people... 😸

Acceptance Criteria:

• AptInstaller class with Ubuntu/Debian platform detection and validation
• User consent mechanism with clear explanation of system-level changes
• Dry-run capability showing what would be installed without making changes
• Package verification through apt's built-in signature checking
• Security checks integrated with Ubuntu Security Notices
• Robust error handling for permission issues, network failures, and package conflicts
