[Bug Report] No way to create thread when you can't send messages

Describe the bug
In a channel where you can't send messages, there's no way to click the button to create a thread.

To Reproduce
Steps to reproduce the behaviour:

1. Make a new channel
2. Disable sending messages but make sure creating threads is on for @everyone perms
3. View the channel as someone who isn't privileged (Discord has a built-in view as role mechanic you could use)
4. See error

Expected behaviour
The plus button to still be there, or some other way to make a thread.

Additional context
Is it possible to know perms in a theme? Would this just clutter the area? Could you do something like moving/squishing the plus button or making this a themable option?
